Euro-integration bill signed into law: Ministry for Communities and Territories Development

The President of Ukraine has signed Bill No. 4560 into law, aligning Ukraine’s road transport market with European Union standards. The legislation forms part of Ukraine’s commitments to its Euro-integration path and opens new opportunities for Ukrainian carriers within the EU’s shared transport framework.

The bill, drafted by the Ministry for Communities and Territories Development, was passed by the Verkhovna Rada on 27 March 2025 with 267 votes in favour.

“This law is pivotal for Ukraine’s full integration into the European transport market. It enables our carriers to operate under the same rules as their EU counterparts, enhancing the quality, transparency, and safety of road transport services. I thank the President for signing it and Parliament for their support. My team at the Ministry is now working on preparing all necessary secondary legislation,” said Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development.

The law incorporates key provisions of EU Regulation No. 1071/2009 into Ukrainian legislation. Specifically, it establishes uniform standards for carriers engaged in:

• International freight transport
• International and domestic passenger transport
• Transport of dangerous goods

Key changes include:

• Good repute criterion: Companies must have no serious legal violations or convictions related to transport activities.
• Financial standing: Businesses must demonstrate financial stability (via bank guarantee or insurance) to enter the transport sector.
• Professional competence: Companies must employ qualified transport managers.

Notably, the bill paves the way for digitising carrier services through the Unified Complex of Transport Safety Information Systems.

The law will take effect one year after its official publication. During this period, carriers can prepare for the updated requirements by updating documentation, verifying manager qualifications, and accessing new services.
