Preparing for EU membership and improving the resilience of critical infrastructure: Oleksii Kuleba met with Marta Kos

Oleksii Kuleba, Deputy Prime Minister for the Restoration of Ukraine and Minister for Communities and Territories Development of Ukraine, held a meeting with Marta Kos, European Commissioner for Enlargement.

During the meeting, the parties addressed the integration of two key areas — Ukraine’s preparation for EU membership and the implementation of practical solutions to rebuild and strengthen the resilience of critical infrastructure.

Ukraine is already working on the recommendations of the EU’s Annual Enlargement Package Report, key indicators, and conditions for closing negotiation chapters. At the same time, preparations for the National Program for Adapting Legislation to EU Law are nearing completion.

“We focused separately on resilience plans. This involves systemic solutions to ensure the operation of water and heat supply systems and the development of distributed generation amid constant attacks. The urgent need for thermal generation alone exceeds 1,800 MW of capacity, and the required funding amounts to approximately EUR 900 million. I am grateful to Marta Kos for supporting Ukraine on its path towards the EU and for her willingness to work on the solutions we need right now,” said Oleksii Kuleba.

The parties then discussed opportunities to secure European support for the implementation of these solutions.
