Taras Kachka chairs meeting on implementing European Commission recommendations from the EU Enlargement Package
On 31 July, a meeting chaired by Ukraine’s Deputy Prime Minister for European and Euro-Atlantic Integration, Taras Kachka, was held to address the implementation of tasks outlined in the Action Plan for fulfilling the European Commission’s recommendations, as presented in the 2024 EU Enlargement Package Progress Report on Ukraine.
The meeting focused on the progress of measures related to Negotiation Clusters 1 (“Fundamentals,” covering 74 EC recommendations and 142 measures) and 6 (“External Relations,” covering 5 recommendations and 12 measures). Discussions included tasks related to anti-corruption efforts, the rule of law, judicial processes, public administration reform, improvements to public procurement legislation and statistics, and Ukraine’s security. Particular attention was given to measures that have not been completed within the set deadlines.
Taras Kachka stressed the need to accelerate Ukraine’s efforts in meeting its European integration commitments and coordinated the next joint steps.
“We must demonstrate that Ukraine not only aspires but is also capable of fulfilling its obligations effectively and on time. Our country has shown consistent progress throughout the EU accession negotiation process, and this momentum must be maintained,” the Deputy Prime Minister emphasised.
Participants provided detailed updates on further steps aimed at fully implementing the European Commission’s recommendations. Special focus was placed on developing the Anti-Corruption Strategy post-2025.
The meeting was attended by members of working (negotiation) groups responsible for preparing Ukraine’s negotiation positions for EU talks, including representatives from the Verkhovna Rada, the Ministry of Justice, the Ministry of Internal Affairs, the Ministry of Economy, Environment and Agriculture, the Ministry of Finance, the Ministry of Foreign Affairs, the National Agency of Ukraine for Asset Recovery and Management (ARMA), the State Service of Ukraine for Ethnopolitics and Freedom of Conscience, the National Anti-Corruption Bureau, and others.
Background
In March, the Cabinet of Ministers of Ukraine approved the Action Plan for implementing the European Commission’s recommendations outlined in the 2024 EU Enlargement Package Progress Report on Ukraine.
The plan includes over 380 measures aimed at fulfilling the EC’s recommendations from the 2024 Progress Report, as well as continuing the implementation of 2023 recommendations that remain incomplete.
The document outlines measures to address 195 recommendations across 33 Negotiation Chapters within six Clusters, covering areas such as economic criteria, the functioning of democratic institutions, and public administration reform. Each measure is tied to a specific recommendation, with designated timelines and responsible parties. Ukraine’s progress in implementing these recommendations serves as an indicator of its readiness for integration into the European Union.
