  • Oleksii Chernyshov: The G7 Ambassadors commended the amendments to the Constitution of Ukraine regarding decentralization

    The G7 Ambassadors' Support Group (G7) for Ukraine welcomed the proposed amendments to the Constitution of Ukraine as a basis for further consultations. In particular, the Ambassadors welcome the efforts to align the text of the Basic Law with the provisions of the European Charter of Local Self-Government. It is a matter of ensuring the proper role of local self-government, providing adequate funding for delivering responsibilities, defining their rights and powers and introducing a structured system of supervision. The joint statement of the G7 Ambassadors' Support Group (G7) for Ukraine reads.

    "The consistent high assessment of the Ambassadors of the G7 countries confirms that Ukraine has chosen the right path and is confidently moving towards the successful completion of decentralization reform. At present, we are facing an extremely important task - amending the Constitution of Ukraine. They will consolidate the transition to a decentralized model of the state, create a financial basis for the effective development of territorial communities, and help transform local state administrations into prefectures, etc.," said Minister for Communities and Territories Development Oleksii Chernyshov.

    It should be noted that last week the Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning published draft amendments to the Constitution in terms of decentralization. These are nine articles that will get new redactions. This is the result of extensive government consultations with local governments and their associations that have lasted for almost two years.

    "The G7 Ambassadors follow closely the implementation of decentralization reform in Ukraine, a reform process which G7 members continue to support practically and financially. Ambassadors welcome the proposed amendments to the Constitution of Ukraine relating to decentralization, as a positive basis for consultation on the final version," reads a joint statement made by the G7 Ambassadors' Support Group for Ukraine.

    It should be noted, recently the Minister for Communities and Territories Development Oleksii Chernyshov emphasized that amendments to the Constitution would open up opportunities for the full completion of the reform of local self-government and local executive bodies.

    In addition, Oleksii Chernyshov said earlier that the G7 Ambassadors congratulated Ukraine’s success in consolidating the territorial communities and stressed that had been an example of our state’s ability to pursue a policy of reforms.
