  • Oleksii Kuleba: Together with foreign partners we start RDNA4 assessment

    Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development, announced the launch of the 4th Rapid Damage and Needs Assessment (RDNA4) by the World Bank Group, the Government of Ukraine, the European Commission, the United Nations and other partners.

    This assessment will update the consequences of russia’s aggression from 24 February 2022 to 31 December 2024.

    Oleksii Kuleba noted that the RDNA4 would show the agreed priority areas for recovery in 2025 and facilitate recovery with the involvement of the private sector.

    “It is important for us to assess not only what has been destroyed, but also to update the needs for recovery. Such an assessment is necessary for effective and accountable recovery. Donors’ and citizens’ trust in the recovery process depends on verified figures. Our priorities are housing, social services, demining, energy, including heat supply and shelters. We pay special attention to the protection of energy facilities,” the Deputy Prime Minister stressed.

    According to him, 2024 finally demonstrated russia’s intentions to destroy Ukraine’s energy sector. And everyone understands that this winter the aggressor wants to leave Ukrainians without heat and electricity. He also said that the new RDNA would be aligned with the relevant activities of the Ukraine Donor Platform (UDP) and the provisions of the Ukraine Plan.

    According to Deputy Minister for Communities and Territories Development Nataliia Kozlovska, the Ministry aims to ensure that the recovery of affected communities is based on reliable and verified data.

    “To this end, in preparing RDNA4, we will use information from the Register of Damaged and Destroyed Property, a unified state system that ensures the recording, processing and storage of information about damaged objects, their owners and decision-making on compensation,” she said.

    As of today, the Register contains more than 235,000 items.

    “The system makes it possible to assess the extent of damage across the country and ensure control over the compensation process. Information about each object is verified by authorised persons of local self-government and regional administrations on the basis of documents confirming the degree of damage based on the results of commission and technical inspections,” said Nataliia Kozlovska.

    Deputy Minister for Communities and Territories Development Maryna Denysiuk said that the prioritisation of investment needs would be in line with the public investment management reform.

    “RDNA4 will assess war-related investment priorities for recovery and reconstruction for 2025 at all levels of government. It will be based on the Single Project Pipeline (SPP) and will include the most important programmes,” said Maryna Denysiuk.

    RDNA4 is based on an internationally recognised methodology.

    The report will provide a rapid, consistent and transparent cross-sectoral assessment of the damage, losses, recovery and reconstruction needs, as well as the identification of priorities for 2025.
