Oleksii Kuleba chairs meeting of the State Commission on Technogenic and Environmental Safety and Emergency Situations

Under the chairmanship of the Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development, Oleksii Kuleba, a meeting of the State Commission on Technogenic and Environmental Safety and Emergency Situations took place. Among the priority issues were the elimination of the consequences of russian strikes on Odesa region and the readiness of critically important reserves in all regions of the country.

The meeting was attended by representatives of the State Emergency Service of Ukraine, the Ministry of Energy, the Ministry of Health, the Ministry of Economy, Environment and Agriculture, the Agency for Restoration and Infrastructure Development, the State Forest Agency, the State Water Agency, other state enterprises and institutions, as well as regional and city military administrations.

The focus of the participants was on eliminating the consequences of massive russian missile strikes on Odesa region. At present, all populated areas in the region have heating and water supplies. Electricity has been restored in the greater part of the region. Emergency crews continue work to restore power for around 30,000 subscribers in two districts of Odesa and the region. The work is ongoing round the clock.

Particular attention during the meeting was paid to the readiness of critically important reserves in all regions of the country – stocks of building materials, fuel, medicines, food, and specialised equipment. The availability of such resources is key to rapid response to the consequences of shelling and the quick start of emergency restoration works.

A separate emphasis was placed on the resilience of critical infrastructure facilities. Discussions covered energy, heating, water supply and sewage, transport, and communications, which must function taking into account the constant threat of missile and drone attacks, as well as possible scenarios of mass blackouts.

“We are strengthening the role of regional and local commissions on technogenic and environmental safety and emergency situations. We are conducting training, establishing the exchange of practical experience, and implementing uniform approaches to response across the country. We are building the civil protection system to be clear and understandable for people – one that works even in the most difficult conditions of war. This is precisely the approach that defines our work within the State Commission in 2026,” emphasised Oleksii Kuleba.

During the meeting, the Action Plan of central and local executive authorities and local self-government bodies for preparation and response to possible seasonal threats – ice drift, floods, and flooding – in 2026 was also discussed.
