Oleksii Kuleba convenes enlarged meeting with heads of frontline regional administrations
Deputy Prime Minister for the Restoration of Ukraine and Minister for Communities and Territories Development Oleksii Kuleba convened an enlarged meeting in Kharkiv with heads of frontline regional administrations, community leaders, and representatives of relevant ministries. The event participants agreed on further steps and implementation of the Frontline Territories Support Programme.
The Programme already covers 240 communities in 10 regions of the country. More than 30 areas of assistance are being implemented, ranging from security and protection of critical infrastructure to business support and social services.
"We are working to expand the Frontline Territories Support Programme. During the meeting, we received feedback on its implementation from community leaders and heads of regional military administrations. We have developed proposals to improve housing conditions for internally displaced persons, expand the network of shelters in educational and medical institutions, and improve mechanisms for remote inspection of damaged housing and compensation under the eVidnovlennia programme," said Oleksiy Kuleba.
During the meeting, the specific results of the Programme were discussed in detail.
Communities received UAH 1.7 billion in additional subsidies to protect critical infrastructure and equip shelters. An additional UAH 4.7 billion was allocated for the construction of protective structures in schools.
Frontline regions received an additional UAH 760 million for repairs of critical roads, support for utilities, and connection to cogeneration.
Some UAH 936.6 million was allocated to replenish fuel reserves.
Under the eOselia programme for internally displaced persons, the state compensates 70% of the initial deposit, 70% of monthly payments during the first year of the loan, and up to UAH 40,000 in reimbursement of related expenses. A total of 512 applications have already been financed for UAH 5.9 million.
Financial assistance of UAH 19,400 has also been introduced for the purchase of solid fuel for people in frontline communities and IDPs. It has been used by 273,000 households – almost half a million people.
Another 290,000 people received compensation for the cost of 100 kW of electricity during the winter period, amounting to UAH 180 million.
Business support also remains one of the key areas.
The greatest demand in frontline communities is for insurance against military risks. The mechanism will come into effect on 1 January 2026 and will provide entrepreneurs with a clear tool: the opportunity to insure their property and receive compensation in case of damage. The current programmes continue to operate: '5-7-9’, Vlasna Sprava, Grants for Recovery, and compensation for farmers.
In the healthcare sector, funding for frontline medical facilities has been increased, doctors' salaries have been raised, payments for the treatment of complex cases increased, the stability of primary care ensured, and incentive payments for young professionals introduced.
Significant support has been provided in the field of education. The Government has allocated subsidies for the construction of shelters, the strengthening of fire protection, the modernisation of food facilities, the purchase of school buses, and the creation of a modern inclusive educational space. A monthly bonus has also been established for more than 25,000 teachers – a sum of UAH 5,200.
