Minister of the Cabinet of Ministers of Ukraine Oleksandr Saienko proposed to engage the State Customs Service of Ukraine in the process of reforming public administration.
"The issue of transparent competitions and decent wages of customs officers is crucial. Therefore, there is an excellent opportunity, essentially from scratch, to launch the Service, to shape a high-quality human potential", the official said at a Government meeting on July 5 following the presentation of the newly appointed head of the Customs Service Maxym Nefiodov.
Oleksandr Saienko offered to consider the possibility of including the State Customs Service in the project of the European Union Support to Comprehensive Reform of Public Administration in Ukraine in order to make the customs agency efficient, transparent and modern.
Prime Minister of Ukraine Volodymyr Groysman backed this initiative and calling it rather sound.
Besides, Maxym Nefiodov during his presentation told about the desire to carry out personnel reform in the Customs Service following on the principle of reforming the ministries.
In 2016, the Government drafted and approved the Strategy for the Public Administration Reform until 2020 and the Action Plan for its Implementation, which complies with European standards of good governance. The essential objective of the reform is the formation of an effective system of public administration capable of producing and implementing a coherent public policy aimed at sustainable social development and appropriate response to internal and external challenges.
In carrying out this reform, Ukraine has a strong EU support. Thus, in December 2016, a financial agreement was signed between the Government of Ukraine and the European Commission, which provides for the support to Ukraine in implementing the Strategy for the Public Administration Reform for 2016-2020 within the framework of the EU program Support to Comprehensive Reform of Public Administration in Ukraine.
Coordination Council for the reform of public administration under the chairmanship of the Minister of the Cabinet of Ministers of Ukraine Oleksandr Saienko carries out the coordination of the reform.
