  • Oleksandr Kubrakov: Beta testing of seafarers’ document processing service in Diia has started

    The service is being launched as part of the seafarers’ certification reform, which is being jointly implemented by the Ministry for Communities, Territories and Infrastructure Development, the Ministry of Digital Transformation, and the USAID / UK aid Transparency and Accountability in Public Administration and Services / TAPAS project.

    “Yesterday, Ukrainian seafarers were given the opportunity to use certification services in a transparent and corruption-free manner, and today they can join the beta testing of the document issuance service on the Diia portal.

    We are launching the online issuance of seafarers’ qualification documents through the Diia portal. We are starting the test phase. I know that the maritime community has been waiting for this service – it is about convenience, speed, remoteness and, most importantly, it completely eliminates the corruption component.

    And no matter how much those who have been deprived of their illegal earnings from seafarers resist, we are continuing with the reform of seafarers’ certification as envisaged by Government Resolution 1499,” said Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities, Territories and Infrastructure Development.

    It should be noted that this service will provide seafarers with a full range of services, including:

    • applying for a rank/qualification (the beta mode already includes documents such as diplomas and their endorsement, certificates of competency and special training certificates);
    • signing up for computer-based testing (CES 6.0);
    • receiving an electronic qualification document in their personal account;
    • lodging an appeal in the event of refusal.

    Seafarers’ documents are processed remotely by the Shipping Administration, whose every step is recorded.

    After verification, a completed qualification document will appear in electronic form in the seafarer’s account. If necessary, the ordered documents can be collected directly from the Shipping Administration and SE Morrichservice.

    The beta test is open to graduates of maritime colleges and universities, as well as captains and crew of seagoing and mixed vessels.

    It should be noted that in addition to the seafarers’ certification reform, the USAID / UK aid Transparency and Accountability in Public Administration and Services / TAPAS project, continues to work on the digitalisation of construction processes and urban planning reform in general.

    In particular, one of the key pieces of legislation for a successful recovery, Law No. 5655, has been developed, which aims to reduce corruption in obtaining permits, increase accountability for illegal actions, and empower local authorities to monitor and control construction projects.
