Oleh Nemchinov chairs meeting of the Coordination Council on Public Administration Reform

On 19 May, the 34th meeting of the Coordination Council on Public Administration Reform took place. The meeting was held online and chaired by Oleh Nemchinov, Minister of the Cabinet of Ministers and Head of the Coordination Council. Participants included First Deputy Speaker of the Verkhovna Rada Oleksandr Korniienko, Members of Parliament, representatives from the Presidential Office, the Secretariat of the Cabinet of Ministers, the Ministry of Economy, the Ministry of Finance, the Ministry of Justice, the Ministry of Digital Transformation, the National Agency on Civil Service, the State Audit Service, civil society organisations, and international partners.

“Today, we have only two items on the agenda, but they are of critical importance given the need to meet the requirements of the Ukraine Facility Plan. The first issue concerns one of the most sensitive topics today: the resumption of competitive recruitment for civil service positions. The second relates to the Ukraine Facility Plan, which requires legislative amendments (including subordinate regulations) to improve the procedures for entry, performance, and termination of civil service by the end of the third quarter of this year. These changes must align with SIGMA public administration principles, particularly regarding merit-based selection procedures,” said Oleh Nemchinov, Minister of the Cabinet of Ministers, opening the meeting.

The meeting addressed:

  • The status of preparations for legislative amendments (including subordinate regulations) to enhance the procedures for entry, performance, and termination of civil service, in line with the Ukraine Facility Plan requirements.
  • The progress on further implementation of the Human Resources Management Information System (HRMIS) in state bodies, in accordance with the Ukraine Facility Plan.

“The Verkhovna Rada is ready to work efficiently at all levels to adopt the necessary changes outlined in the Ukraine Facility Plan. We understand the importance of a high-quality relaunch of competitive recruitment for civil service and the improvement of its procedures. These decisions must align with the best European practices and contribute to building a modern, resilient, and professional civil service,” noted Oleksandr Korniienko, First Deputy Speaker of the Verkhovna Rada.

At the conclusion, the proposal of the Minister of the Cabinet of Ministers was supported to take note of the information on the status of legislative amendments (including subordinate regulations) to improve civil service procedures in line with the Ukraine Facility Plan, as well as details of an experimental project by the Ministry of Digital Transformation to use the Diia portal for civil service recruitment. Additionally, the information on preparations for further HRMIS implementation, in accordance with the Ukraine Facility Plan, will be considered in future work.
