«Cadastre 2.0. Transparency, Accessibility, Innovation» - the new Head of the State Service for Geodesy, Cartography and Cadastre (State GeoCadastre) Denys Bashlyk presented the concept of Service’s reforming and the strategy of its development.
«Among the initiatives are complete digitization of processes and avoiding contact with public servants; abolition and simplification of procedures; establishment of service control departments; maximum disclosure of information about land, forest, water, other natural resources and real estate; deregulation and delegation of powers to the local level,» emphasized Denys Bashlyk.
According to him, these are modern solutions that remove the outdated bureaucratic problems the industry is facing - over-regulation and concentration of powers, the lack of information transparency and consistency, as well as possible corruption schemes.
«The activities of the State GeoCadastre will be absolutely open and transparent, under the control of the public. It is planned to set up a public council within the State GeoCadastre, to set up a Service Quality Department, to open information about planned inspections and to publish the inspections' results on-line, as well as to strengthen work with major stakeholders,» explained Denys Bashlyk.
According to the Head of the State Service, they are also planning to open the State Land Cadastre and introduce its full integration with other state and sectoral cadastres and registers.
The creation of the National Geospatial Data Infrastructure, according to Denys Bashlyk, should be a real revolution. A land monitoring portal will be introduced and a single window for access to geospatial data and services will be launched, as well as compatibility of geospatial data and digital registers.
Among other things, it is envisaged to strengthen the control over the protection of land in order to prevent negative environmental impact, and accordingly, to increase the size of fines for damage caused by unauthorized occupation of land.
It should be noted, on December 3, Prime Minister of Ukraine Oleksiy Honcharuk introduced the new Head of the State GeoCadastre, Denys Bashlyk, and set a number of clear priority tasks, in particular in the near future to present the strategy of the Service’s development.
