National Energy and Climate Progress Report: Government establishes clear procedure for preparation


The Cabinet of Ministers of Ukraine has approved the procedure for preparing the National Energy and Climate Progress Report—a document that will serve as a key tool for assessing Ukraine’s fulfillment of its commitments to the EU and international partners.

The resolution “Certain Issues Regarding the Preparation of the National Report on Progress in the Energy and Climate Sector,” adopted on May 6, 2026, was developed to comply with the requirements of Part 1 of Article 29 of Law of Ukraine No. 3991-IX and EU Implementing Regulation 2022/2299.

The implementation of this act shall ensure the establishment of a clear, transparent, and coordinated mechanism for preparing the National Progress Report on the implementation of the National Energy and Climate Plan until 2030.

“This report reflects Ukraine’s institutional capacity, responsibility, and the seriousness of its intentions in the field of climate and energy policy. The assessment of our progress in fulfilling international obligations and the level of trust in Ukraine as a partner depend on its quality,” noted Oleksandr Krasnolutskyi, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.

At the same time, this document has significance that extends beyond domestic coordination. The quality, completeness, and timeliness of the report’s preparation directly influence:

  • the European Union’s and the Energy Community Secretariat’s assessment of Ukraine;
  • the level of trust in Ukraine as a reliable partner;
  • the assessment of the state's ability to fulfill its international obligations.

The resolution also regulates the division of responsibilities among central executive bodies, which will ensure coordinated action, prevent data fragmentation, and guarantee an appropriate level of reporting.

In the end, this is not merely about fulfilling formal requirements, but about consistently building trust in Ukraine as a country that operates according to European rules.
