Prime Minister chairs meeting in Dnipropetrovsk region to discuss support and development of the region

A meeting chaired by Prime Minister Denys Shmyhal took place in Dnipropetrovsk region to discuss key regional issues and outline specific support measures.

“The Government prioritises frontline territories, as they face a dual burden – caring for citizens while simultaneously supporting the Defence Forces in protecting Ukraine,” Denys Shmyhal stated.

One of the key issues addressed was security. Denys Shmyhal tasked the Regional Military Administration, together with the Ministry of Finance, with developing an effective mechanism to ensure the completion of all shelter construction and equipping works within set timelines.

The meeting also covered support for community capacity. The Prime Minister reported that this year’s state budget included over UAH 1.2 billion in various grants and subventions for the region. These funds are allocated for equipping primary shelters, purchasing special vehicles for utility services, emergency restoration works, and maintaining medical facilities and blood service centres. According to the Head of Government, the World Bank estimates that UAH 19 billion is needed for the region’s reconstruction, a figure that continues to grow due to new destruction.

“Overall, this year, the state has reserved over UAH 3.2 billion for various reconstruction programmes in the region,” Denys Shmyhal emphasised.

Another key agenda item was tariffs. The Prime Minister announced that the Ministry for Communities and Territories Development and the Ministry of Environmental Protection and Natural Resources had been tasked with developing a budget programme to compensate for tariff differences caused by the destruction of the Kakhovka Hydroelectric Power Plant.

“People should not overpay due to russia’s terrorist act and should continue to pay the same tariff as before the dam’s destruction. This applies to all affected regions,” Denys Shmyhal stressed.

Attention was also given to preparations for the heating season. In this context, instructions were issued to carry out urgent repairs to networks and other energy facilities, including the Kryvyi Rih Combined Heat and Power Plant.

Government officials and regional representatives also discussed providing social housing for internally displaced persons.

“Dnipropetrovsk region has taken in the largest number of internally displaced persons, with 453,000 officially registered. We discussed the implementation and financing of social programmes,” the Prime Minister noted, instructing the Ministry for Communities and Territories Development and the State Agency for Restoration and Infrastructure Development to closely coordinate this issue with the Regional Military Administration.

The meeting also addressed the evacuation of the population from frontline areas. According to information provided by the Regional Military Administration, the process is proceeding as planned and remains under control.
