Ministry of Health and European Investment Bank discuss expanding healthcare cooperation

Minister of Health of Ukraine Viktor Liashko met with representatives of the European Investment Bank (EIB) to discuss expanding cooperation in healthcare.

The meeting was attended by EIB Director for Enlargement and Neighbourhood Richard Amor; Head of the EIB Public Sector Unit – Ukraine Investment Team Violaine Silvestro von Kameke; Head of the EIB Regional Hub for Eastern Europe Kristina Mikulova; EIB Loan Officer Chiara Fischetti; and EIB JASPERS health expert Pavlo Pozihun.

The EIB already supports the recovery of Ukraine’s infrastructure, including healthcare facilities, through a range of programmes and projects. The meeting explored the next stage of this partnership: broadening the cooperation portfolio and developing larger-scale projects to strengthen specific areas of healthcare.

“Ukraine already has positive experience of working with the European Investment Bank on recovery and modernisation projects. Each of them matters to the community it serves. We now see an opportunity to take this partnership to the next level through major projects that will shape the development of Ukraine’s healthcare system. We have identified promising areas aligned with Ukraine’s Healthcare System Development Strategy through 2030. They are designed to improve the system’s resilience, make medical care more accessible and strengthen its capacity to meet long-term needs,” said Minister of Health of Ukraine Viktor Liashko.

Ukraine has worked with the EIB since 2007. As of 1 March 2026, the Bank’s Ukrainian public-sector portfolio comprised 27 projects worth a total of EUR 4.655 billion, including 24 projects worth EUR 4.2 billion that were under implementation.

Total financing under the Ukraine Recovery Programme amounts to EUR 740 million. A further EUR 100 million was allocated last year to support community development, including the reconstruction of critical healthcare infrastructure.
