  • Overseeing drone procurement and digitalisation: Ministry of Digital Transformation and Economic Security Bureau sign memorandum of cooperation

    The Ministry of Digital Transformation and the Economic Security Bureau have signed a Memorandum of Cooperation.

    The purpose of the memorandum is to accelerate the digital transformation of the Economic Security Bureau of Ukraine (ESBU) and strengthen the economic security of the state.

    The document provides for:

    • introduction of modern IT tools to improve the efficiency of the ESBU;
    • development of cooperation to prevent offences affecting the functioning of the state’s economy;
    • joining forces in monitoring the procurement of UAVs for the Defence Forces.

    During the signing, Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology Development and Minister of Digital Transformation, noted that the Ministry of Digital Transformation had been working on building a digital state since its inception. In 4 years, Diia has undergone a large-scale evolution from an application with several digital documents to a superapp. Now the application is used by more than 20.7 million people. Since the beginning of the full-scale invasion, the Ministry of Digital Transformation has been developing military technologies through projects such as Brave1, the Army of Drones, etc.

    “It is important for the Ministry of Digital Transformation to be transparent and accountable in every project. Especially in the area of public procurement. Joining forces with the Economic Security Bureau in monitoring the procurement process will help to proactively respond to and prevent possible offences. We already have experience of positive cooperation in this area. The ESBU will also join the monitoring of grants that Ukrainian manufacturers receive from the Brave1 cluster. Our goal is to be effective, transparent and reliable partners,” said Mykhailo Fedorov.

    The Ministry of Digital Transformation and the ESBU will also cooperate in monitoring procurement under the National Informatisation Programme.

    A separate track of cooperation is the introduction of modern IT tools to improve the efficiency of the Economic Security Bureau. As part of this, a Unified Information System for the ESBU will be created, which will enable it to more effectively prevent and investigate economic offences.

    The ESBU staff will have access to the most advanced digital solutions and innovations to increase their efficiency.

    “The experience of the Ministry of Digital Transformation in digitalisation and software implementation means new opportunities and tools for analysing information in the Bureau’s investigations, the use of which will undoubtedly have a positive impact on the ESBU’s efficiency,” said Serhii Perkhun, Acting Director of the Economic Security Bureau.

    Digitalisation of the Economic Security Bureau will not only increase the efficiency of the institution, but will also become an effective tool in the fight against corruption. Transparent, automated processes and modern IT tools minimise the influence of the human factor, which is one of the main causes of corruption. The introduction of digital solutions will allow for more efficient detection of violations and abuses, which will help to maintain the country’s economic stability.
