Ministry of Digital Transformation launches joint AI initiative with partners

The Ministry of Digital Transformation of Ukraine, together with NVIDIA, a global leader in computing infrastructure for artificial intelligence, is launching a joint initiative in the area of artificial intelligence. It aims to create a sovereign artificial intelligence state with its own infrastructure and strong human potential. The company's expertise will help launch revolutionary and secure AI services for the public and defense sectors.

"Building sovereign artificial intelligence is a matter of national security and data protection, especially in wartime. Cooperation with NVIDIA gives us access to the world's best AI infrastructure and expertise, which will allow us to create a sustainable artificial intelligence ecosystem and transform Ukraine into an agent state," said First Deputy Prime Minister of Ukraine - Minister of Digital Transformation of Ukraine Mykhailo Fedorov.

Key areas of the initiative:

• support for the creation of a national infrastructure based on NVIDIA's AI infrastructure;
• development of talent and education in the field of artificial intelligence;
• joint R&D projects;
• support for the startup ecosystem.

The first joint project will be the development of Diia AI LLM, a sovereign language model adapted to Ukrainian legislation, public services, and citizens' needs. All artificial intelligence services in the Diia ecosystem will operate on the basis of Diia AI LLM, including the AI assistant already presented on the portal, the future assistant in the mobile application, and internal solutions for the Government.

As part of the first project, Ukraine will receive:

• access to NVIDIA's specialized software stack for developing AI products, from infrastructure to software;
• technical expertise that will accelerate model training and reduce costs;
• consulting and technical support from the NVIDIA team, including the participation of company experts in structured workshops and architecture review sessions.

As a reminder, the Ministry of Digital Transformation is already working on the creation of AI Factory, a sovereign artificial intelligence factory. The initiative will be based on NVIDIA's accelerated computing to build a national infrastructure of critical government AI services. This is part of the Digital Innovation Development Strategy until 2030, which is the foundation for Ukraine to become one of the top three global leaders in artificial intelligence.
