Ministry of Digital Transformation relaunches Ukraine’s lottery market

The Ministry of Digital Transformation of Ukraine has published a draft of the Licensing Conditions for lottery operators. These conditions clearly outline the “rules of the game”: who can obtain a licence, how it is issued, the requirements for lottery operators, and the terms under which they operate.

“No licensing conditions have been adopted since 2013. As a result, the market has operated without regulatory oversight and has not paid licensing fees, costing the state budget tens of millions of hryvnias annually. We plan to change this in the near future. The new licensing conditions will relaunch Ukraine’s lottery market, generating additional revenue for the state budget,” said Natalia Denikeieva, Deputy Minister of Digital Transformation for Digital Economy.

The draft includes:

  • Comprehensive requirements and a list of documents needed to obtain a lottery operator licence
  • Organisational, technological, financial, and other operational standards for operators
  • Requirements for electronic systems and reporting
  • Rules for the distribution and conduct of state lotteries

The lottery market regulator will be the state agency PlayCity.

The draft Licensing Conditions is published on the Ministry of Digital Transformation’s website. Public consultations will last for one month, followed by the Ministry’s review of public feedback, coordination with state authorities, and adoption of the resolution.

After the market relaunch, the state expects to generate tens of millions of hryvnias annually from operator licensing fees alone. All revenue from licensing fees and taxes in the gambling and lottery sector will be directed towards strengthening defence capabilities, including the purchase of drones for the Defence Forces.
