Ministry of Economy and Environment: Memorandum signed on cooperation in electronics communications to support Ukrainian businesses

The Ministry of Economy and Environment of Ukraine and the electronic communications operator Kyivstar have signed a Memorandum of Cooperation. The document lays the foundation for joint efforts to develop a transparent business environment, support micro, small, and medium-sized enterprises, and digitize interactions between businesses and the Government.

As part of the partnership, the parties will exchange expertise and support initiatives aimed at more effective use of information technology and open data. The collaboration includes advisory, educational, and analytical support for projects that will promote entrepreneurship and improve the business environment in Ukraine.

One of the first practical steps was the integration of the Pulse platform widget into the Kyivstar Business Hub (hub.kyivstar.ua).

Pulse is the “voice of business”: a platform that transforms feedback from entrepreneurs into concrete Government's policy decisions. Through the widget, entrepreneurs can rate business conditions on a scale of 1 to 10, report obstacles, and receive assistance in resolving issues. Detailed feedback is analyzed by artificial intelligence to identify systemic—rather than isolated—problems in the interaction between businesses and the Government. The collected data is published on a public dashboard and serves as analytics for decision-making.

Since the platform launch in February 2025, entrepreneurs have submitted nearly 600,000 ratings and over 40,000 reviews. A total of 559 systemic business issues have been identified, of which 130 have already been resolved and 429 are currently being addressed. The total economic impact of the resolved issues amounts to UAH 275.4 billion. Detailed statistics and figures can be viewed on the platform’s website: pulse.gov.ua.

Integration with Kyivstar Business Hub brings government digital services directly to entrepreneurs and expands the Government’s channels for feedback from the business community.

“High-quality government decisions are impossible without dialogue with the business community—it is the business community that is the first to see what works and what gets in the way. The memorandum with Kyivstar opens a new channel for this dialogue: the Pulse widget on the Kyivstar Business Hub platform provides entrepreneurs with a convenient way to convey their requests to the Government. The next step is to apply analytics and artificial intelligence to gain deeper insights into these requests and make more accurate decisions. In this way, the partnership between the Government and the technology sector makes the business environment more transparent and convenient,” said Oleksandr Tsybort, Deputy Minister of Economy and Environment of Ukraine for Digital Development, Digital Transformation, and Digitalization.

The memorandum will remain in effect for two years, with the possibility of further extension. The document confirms the mutual understanding and shared strategic intentions of the parties to strengthen cooperation between the public and private sectors.

The project to develop the Pulse platform is being implemented by BRDO as part of the STEP IN 2 EU international cooperation program. The program is co-financed by the governments of Germany and Norway, the European Union as part of the EU4Business initiative, and the governments of Lithuania and Estonia. The program is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The program aims to support Ukrainian government institutions in advancing the EU accession process in the economic chapters, as well as to create better economic conditions and financial opportunities for Ukrainian companies, enabling them to benefit from integration into the EU single market.
