Ministry of Digital Transformation: EUR 10 million from the EU for digital transformation, how public services will change

For public services to be fast, transparent, and convenient, not only solutions are needed, but also reliable partners. The European Union allocates EUR 10 million for the development of Ukraine's digital services and their integration with European standards.

"Cooperation with the European Union and the e-Governance Academy is a long-standing success story that has laid the foundation for our digital resilience. Together, we have implemented dozens of critically important projects: from building the Trembita data exchange system to launching convenient public services in Diia. Our priority today is not just digitalization, but full synchronization with the EU's digital space. New funding will allow us to implement Trembita 2.0 and adapt data management to European standards. We are steadily moving towards our strategic goal — the integration of Ukraine into the EU's Single Digital Market," said Oleksandr Borniakov, Acting Minister of Digital Transformation of Ukraine.

What the funds will be used for:

  • Cross-border services. We will support Ukraine's entry into the single market for services, goods, and capital with EU countries.
  • Trembita 2.0. We will update the system that allows registries to “communicate” with each other. This will speed up the work of government agencies.
  • Data control. We will launch a system that shows when officials have viewed your personal data.
  • Development of Centers for Administrative Service Provision. We will update the Vulyk system to connect even more centers and improve their work.
  • European standards. We will introduce new data management rules, as in the EU.
  • Training of specialists. We will support the Digital Competence Center, which trains experts in e-services.

"Even in the midst of a full-scale war, Ukraine continues to develop a digital state and move towards digital European integration. The European Union supports these efforts by investing in solutions that strengthen institutional resilience and help create fast, secure, and modern public services for millions of Ukrainians," says Asier Santillán, Head of the European Integration, Governance and Rule of Law, Civil Society Section of the EU Delegation to Ukraine.

The partnership with the European Union in Ukraine's digital transformation has been on-going for almost a decade. During this time, joint investments have exceeded EUR 80 million and have formed the basis for services and systems that have become an everyday part of life for millions of Ukrainians. The project is being implemented by the Estonian e-Governance Academy.

This long-term partnership proves that digital solutions are not just about technology, but also about trust, resilience, and the state's ability to serve its citizens in all circumstances.
