Ministry for Communities and Territories Development: Construction and preparatory work continues at critical infrastructure sites

Construction and preparatory work on physical security measures is underway at water, heating, and electricity supply facilities, as well as at Ukrzaliznytsia. A decision was previously made to allocate UAH 22.35 billion—enough to fund over 600 specific security measures. This issue was discussed during a meeting with representatives of the State Agency for Restoration and Infrastructure Development, regional military administrations, relevant services and ministries, and representatives of the General Staff. The event was chaired by Deputy Prime Minister for Restoration – Minister of Communities and Territorieal Development of Ukraine Oleksii Kuleba.

“Definitely, the process is complex: many participants, bureaucratic procedures, and facilities of varying complexity that require an individual approach. But we have clear coordination and an action plan. For each facility, there is a clear understanding of exactly what protection is needed and how to implement it. We are finalizing technical preparations for new facilities. Time is short. The enemy is already trying to slow down the pace of construction with shelling. The responsibility on the ground is ensuring people’s safety and preserving equipment. And importantly: physical protection is only part of the solution. At the same time, we are developing distributed generation, adding backup power for water and heat systems, and transitioning to more decentralized systems. “Resilience is a systematic effort that is already underway,” emphasized Oleksii Kuleba.

Special attention is being paid to frontline regions, where the risks of damage to critical infrastructure remain the highest.
