Hennadii Zubko: Ministry of Regional Development, Construction, Housing and Utilities shapes a roadmap for creating CCs in temporary occupied areas of Luhansk

Ministry of Regional Development, Construction, Housing and Utilities of Ukraine in synergy with Luhansk Regional Military Civil Administration has developed a long-term plan for the creation of CCs (consolidated communities) in the temporary occupied territories of Luhansk region. It has already been submitted for Government approval. This was announced by Vice Prime Minister/Minister of Regional Development, Construction, Housing and Utilities of Ukraine Hennadii Zubko.

"Neither Ukraine nor a civilized world will never recognize  occupation of parts of  Donetsk and Luhansk regions by Russia as well as sham elections in these territories. Ukrainian citizens living there are temporary hostages of Russian aggression and they will be released. This is just a matter of time. The reforms being implemented to boost country's development and consolidation society will allow to update  the infrastructure and provide people with a decent future. Therefore, we have set ф task to create in the framework of decentralization roadmaps for the creation of CCs in these territories in accordance with the Methodology for the formation of capable communities, which was approved by the Government in 2015, " the Vice Prime Minister said.

According to him, a shaped roadmap for forming CCs will be approved at the next Government meeting. Thus, Luhansk region will get a necessary instrument for active development already the day after the liberation from Russian occupation.

"It is important that people in the temporarily occupied territories can also see prospects for development. The decentralization reform is a change in the quality of life. And the people living there should know that they also have a future - stable civilized development in a peaceful country. We definitely want to see such communities as Alchevsk and Dovzhansk communities on the map of Ukraine; we  want Luhansk united community to be successful in the future, like all other communities in the country," Hennadii Zubko underlined.

The successful development of the first CCs created in Luhansk region is the Novopskovskaya community can serve as a successful example. The community consists of 6 settlements and over 12,400 people live there. The first elections of a mayor and deputies were already held on October 25, 2015. And the community proves daily that Luhansk region is part of Ukraine and this region is a powerful pro-European one in which people want to have a decent life and this goal can be successfully implemented. The road infrastructure was restored in the community, the Centers for Administrative Services Provision were created, the Center of Culture was restored, a modern outpatient department is under construction, kindergartens and schools are being repaired.
