The development of the state programmes "Affordable Loans at 5-7-9%", "Affordable Financial Leasing at 5-7-9%", and "Affordable Factoring" helps create jobs, remove economic barriers, and support business during the war. The terms of participation and the list of authorised banks are available at the link.
The state continues to make all required compensation payments to businesses under loan agreements concluded within the Programme.
The Programme is implemented by the National Development Institution (NDI), which began operating on 1 January 2026. The Ministry of Finance is authorised to manage the state's corporate rights in the NDI's authorised capital and has approved its Charter. This completed the institutional transformation of the Entrepreneurship Development Fund into the National Development Institution.
