Crisis resilience and investment in the economy, deregulation and support for producers, human capital development, and sustainable environmental policy: the Ministry of Economy and Environment sums up 100 days of work as part of the new Government.

"Since starting work in the new Government, our team has set itself the goal of ensuring that the Ukrainian economy not only withstands the war but also gains a foundation for further growth. These 100 days have shown how important it is to respond to the challenges of war while laying the groundwork for future growth. There is still a lot of work ahead. Our task is to make sure that every decision delivers concrete results for people, businesses, and the country," said Minister of Economy and Environment of Ukraine Oleksandr Kravchenko.

During the reporting period, as part of the implementation of the Government's Action Programme, the Ministry focused on ensuring crisis resilience and supporting the wartime economy. In particular, it reviewed and improved the entire package of winter support programmes and prepared a draft resolution on establishing a Coordination Centre for the reservation of workers.

To continue shifting state support towards production and attracting investment into high-value-added sectors, the Government capped working capital financing under the "5-7-9%" programme at 20% of the loan for an investment goal, and at UAH 5 million for non-priority areas. A reduction in the maximum working capital loan term from 3 years to 12 months is also in preparation. At the same time, a registry of assignment of monetary claims (factoring) has been launched.

Another important area is support for producers, including export promotion. A mechanism for reimbursing the costs of participating in international exhibitions has already been introduced, and a draft on localisation requirements in public procurement has been developed.

To support the recovery and resilience of industry in Ukraine, the Ministry is implementing the "Industrial Ramstein" programme. Declarations have been signed with Germany (EUR 30 million from BMZ/KfW) and Spain.

Work continues on building digital tools for business:

• "Pulse" platform: integrated with YouControl, and its widget has been added to Kyivstar Business Hub.

• "eCheck" system: more than 71.2 million electronic receipts have been recorded across 17,300 retail outlets.

In cooperation with the World Bank, Phase III of developing the Ukraine Economy of the Future recovery strategy has begun. Under the RISE programme, additional financing of USD 500 million for the current phase and the launch of RISE 2.0 worth USD 1 billion are being prepared.

On humanitarian demining, the Ministry has funded 26 contracts worth UAH 456.2 million (4,600 hectares). An intergovernmental agreement with Syria on cooperation, technology exchange, and training of specialists has also been signed.

Human capital development and the fundamental transformation of the labour market are key priorities. In particular, the relevant committee of the Verkhovna Rada has recommended adopting the draft new Labour Code in the first reading. In parallel, the "Obrii" digital services ecosystem is being expanded.

To support the unemployed, a resolution on on-the-job training and voucher-based training has been adopted. The new State Employment Service Strategy until 2030, which simplifies more than 600 business processes, has also been finalised.

In housing, the terms of the "eOselia" programme for young families have been expanded (a lower rate for the birth of children and adapted requirements for frontline areas). The Ministry is also preparing to attract USD 176 million from the IBRD for the REACH mortgage subsidy project.

Building an effective system of state property management is another important area. An auction has been held to sell a special permit for graphite extraction (the Lisova site in Khmelnytskyi region), and the first production sharing agreement for the Dobra lithium site has been agreed. A number of documents bringing state property management closer to OECD standards have also entered into force. In addition, the supervisory boards of leading state-owned companies have been renewed: Energoatom, Naftogaz, Ukrenergo, Ukrzaliznytsia, and Ukrposhta.

On sustainable environmental development, the work focuses on expanding protected areas, harmonising climate policy with EU standards, waste management, chemical safety, and water resources management. In particular, Chornyi Lis National Nature Park has been established, and a decision on Budzhak Steppes National Nature Park is being prepared. Draft laws on stronger liability for environmental violations have been submitted to the Verkhovna Rada, and the procedure for monitoring climate policy and maintaining the water cadastre has been adopted.

The Ministry of Economy and Environment also implements a number of state programmes supporting business. Results from 16 July to 20 October:

• Processing grants: 163 positive decisions worth UAH 869.2 million; 80 grants paid, totalling UAH 443.3 million (including 27 grants in frontline regions and 9 for recovery).

• Updated "Vlasna Sprava" programme (since 9 September): 82 decisions approved worth UAH 86.2 million (average grant: UAH 1.05 million), creating 111 new jobs.
