Ministry of Finance: General fund budget expenditure in July reached UAH 295.8 billion

From January to July 2025, the total cash expenditure of the general fund of the state budget amounted to UAH 2.2 trillion, an increase of UAH 363.1 billion, or 20.1%, compared to the same period last year. Of this, UAH 295.8 billion was spent in July.

General fund state budget expenditure on security and defence from January to July 2025 totalled UAH 1.4 billion, or 62.5% of all general fund expenditure, with UAH 185.7 billion spent in July.

This is according to the monthly report of the State Treasury Service of Ukraine dated 15 August 2025.

In the structure of expenditure by economic classification, the largest allocations were:

  • UAH 860.6 billion for salaries and related contributions (including UAH 126 billion in July), accounting for 39.6% of total expenditure from January to July 2025 (an increase of UAH 152.7 billion, or 21.6%, compared to the same period last year).
  • UAH 297.1 billion for the purchase of goods and services (including UAH 40.5 billion in July), or 13.7% of total expenditure. Funds were allocated, among other things, for:

support for the Armed Forces of Ukraine and other military and law enforcement agencies, including the purchase of military equipment, weapons, ammunition, defence products, personal protective equipment (helmets, body armour, and other specialised gear), fuel and lubricants, food products, and utility payments;

transfers by the National Health Service of Ukraine to implement the state-guaranteed medical care programme;

  • UAH 355.2 billion for social protection (pensions, allowances, scholarships) (including UAH 41.7 billion in July), or 16.4% of total expenditure, an increase of UAH 26.7 billion, or 8.1%, compared to the same period last year. Funds were allocated, among other things, for:

transfers to the Pension Fund to finance pensions, supplements, and pension increases;

social protection for children and families, support for citizens in difficult circumstances, and assistance for low-income families;

payment of housing subsidies and benefits for utility services, solid and liquid household fuel, and liquefied gas;

  • UAH 281.6 billion for subsidies and current transfers to enterprises (institutions, organisations) (including UAH 42.6 billion in July), or 13% of total expenditure. Funds were allocated, among other things, for:

purchase of goods to meet the needs of the Armed Forces of Ukraine;

ensuring the operation of the Business Development Fund;

  • UAH 198.5 billion for servicing public debt (including UAH 18.6 billion in July), or 9.1% of total expenditure (an increase of UAH 43.6 billion, or 28.1%, compared to the same period last year).
  • UAH 112.7 billion for transfers to local budgets (including UAH 10.7 billion in July), or 5.2% of total expenditure (an increase of UAH 7.8 billion, or 7.4%, compared to the same period last year).
