Ministry of Finance: Healthcare expenditures from the State Budget in the first half of 2026 amounted to UAH 109.8 billion

Ensuring the needs of the medical sector remains one of the priorities of budget policy. In the first half of 2026, healthcare expenditures from the State Budget (including transfers) totaled UAH 109.8 billion.

A key focus is the implementation of the Medical Guarantees Program, which received UAH 91 billion, including:

• UAH 6.7 billion — emergency medical care

• UAH 14.1 billion — primary medical care

• UAH 65.5 billion — specialized medical care

• UAH 4.7 billion — reimbursement of medicines and medical devices for the treatment of cardiovascular diseases, diabetes, and other conditions

“The Medical Guarantees Program today is one of the key directions affecting people’s health and lives during wartime. The Ministry of Finance ensures full and timely financing of healthcare expenditures provided by the State Budget. This is a matter of state stability. We will continue to prioritize healthcare spending during budget execution,” said First Deputy Minister of Finance Roman Yermolychev.

Additionally, state budget funds were allocated for:

• centralized procurement of medicines and medical devices — UAH 3 billion

• measures for forecasting, detecting, and responding to outbreaks of infectious and non-infectious diseases, emergencies — UAH 2.8 billion

• implementation of public investment projects in the Healthcare sector — UAH 2 billion

• health screening for citizens aged 40 and above — UAH 2.2 billion.

For reference, in 2025 healthcare expenditures from the State Budget exceeded UAH 222 billion.
