Manufacturing industry becomes the leader in terms of taxes paid in 2025: Ministry of Economy, Environment and Agriculture
In 2025, the manufacturing industry had become the key taxpayer amongst economic sectors, paying UAH 367.5 billion to the Consolidated Budget of Ukraine. This represents 18% of all tax revenues. Compared to 2024, tax revenues from the industry increased by UAH 70.2 billion, which is the largest increase in absolute terms among all sectors of the economy.
Top 5 sectors of the manufacturing industry in terms of tax revenue growth:
- Manufacture of transport equipment (except motor vehicles) — +UAH 6.73 billion.
- Manufacture of industrial machinery and equipment — +UAH 6.20 billion.
- Manufacture of air and space vehicles and related equipment — +UAH 5.74 billion.
- Food production — +UAH 5.54 billion.
- Production of finished metal products, except for machinery and equipment — +UAH 4.94 billion.
"Industrial development is one of the key areas of work for the Ministry of Economy, Environment and Agriculture. The results of 2025 confirm the correctness of this strategy: the Made in Ukraine manufacturer development policy programmes have not only made a significant contribution to the budget, but also ensured 0.95 percentage points of GDP growth," said Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.
It should be noted that under the single brand Made in Ukraine, the state is already implementing 15 programmes for the development of Ukrainian manufacturers, ranging from localisation in public procurement and grants for processing enterprises to industrial parks, affordable lending, investment support, and others.
In 2026, approximately UAH 37 billion in funding is planned for the further implementation of the Made in Ukraine policy. All existing programmes continue to operate, and new instruments will be introduced from 1 January: expansion of the Vlasna Sprava (Own Business) microgrants, insurance against military risks, and financial support for national stands at international exhibitions.
