  • Ministry of Digital Transformation: Adoption of the law on the regulator will promote Ukraine's integration into the EU Digital Single Market

    On June 30, 2021, the Digital Transformation Committee at its meeting considered bill № 4066 "On the National Commission for State Regulation in the Fields of Electronic Communications, Radio Frequency Spectrum and Provision of Postal Services", prepared for the first reading.

    The updated document is the result of a fruitful discussion and joint work with the authorities, industry and the public. The new redaction contains revised basic provisions in the following:

    • procedures for appointing members of the National Commission for State Regulation in the Spheres of Electronic Communications, Radio Frequency Spectrum and Provision of Postal Services, as well as their legal status;
    • functions and powers of the National Commission for State Regulation in the Spheres of Electronic Communications, Radio Frequency Spectrum and Provision of Postal Services;
    • improving the procedure of state supervision in the field of postal services, determining its procedure;
    • bringing the provisions of the bill in line with the law on prevention of corruption;
    • financing of the National Commission for State Regulation in the Spheres of Electronic Communications, Radio Frequency Spectrum and Provision of Postal Services of Ukraine, establishment of remuneration of its members and employees;
    • other provisions of the bill.

    The Committee decided to submit a new version of the draft law to the Verkhovna Rada of Ukraine and recommended to adopt it as a basis based on the results of consideration in the first reading.

    The adoption of this law is important for the full reforming of the electronic communications industry and Ukraine's integration into the EU Digital Single Market.

    The document contains progressive norms on the transparent appointment of members of the regulator of communication services on an open competitive basis, the independence of the regulator of communication services in making competent and fair decisions, openness and transparency of the state regulation process.
