One of the priorities of the Government, heads of regional state administrations, ministries and departments should be daily work to overcome the causes that lead to the emergence of wage arrears. This was emphasized by Prime Minister Denys Shmyhal during a meeting of the Interdepartmental Working Group on Repayment of Wage Arrears on July 1.
The meeting was attended by the First Deputy Prime Minister/Minister of Economy Oleksiy Lyubchenko (Chairman of the Interdepartmental Working Group), Minister of Health Viktor Liashko, representatives of the Ministry of Energy, management of Ukroboronprom, State Property Fund, heads of regional state administrations.
According to the Prime Minister, the problem of arrears of wages has accompanied Ukraine all the years of independence, but it is vital to ensure it relieves.
"The issue of ensuring the constitutional right of employees to timely receive wages for work should become an important component of public policy. The Government's Priority Action Plan for 2021 defines the task of legislative regulation of strengthening the protection of workers' rights to timely obtaining of wages. And there is no room for compromise - the salary must be paid on time and in full," said Denys Shmyhal.
The Head of Government noted that each government body should determine an official to be personally responsible for the state of debt repayment in a certain economic sector or region.
"Temporary commissions on repayment of wage arrears should work as often as the situation requires. If there is a debt in the region, then the commission must work until it has the desired effect: reduction of debt and its full repayment. Empty reports on the number of meetings and regular unsuccessful hearings will not be accepted. The measures must be decisive and effective," said the Prime Minister.
In addition, Denys Shmyhal set a task for all heads of central and local authorities to ensure that every employee of medicine, education, culture, sports and other budget areas receives payment no later than the legally defined deadlines.
On the outcomes of the meeting, among other things, the heads of all state-owned enterprises with wage arrears were instructed to determine a specific action plan, measures and schedules for their repayment and provide monthly reports on these issues.
