  • Medical Procurements of Ukraine to announce first tenders

    SOE Medical Procurements of Ukraine announced tenders for the purchase of medicines and medical products within Global Fund Programs. The issues at stake are purchase of logistics services and drugs against opportunistic infections and adverse reactions in the treatment of HIV / AIDS and tuberculosis, medical respirators.

    Tenders announced in January will be the first purchases of a newly established state-owned enterprise. In general, in 2019, Medical Procurements of Ukraine should not only conduct dozens of tenders, but also apply new procurement tools. For example, electronic catalogs (e-catalogs), which will allow customers, primarily small regional medical institutions, to quickly and conveniently order typical medicines and products on the principle of the online store. In addition, SOE Medical Procurements of Ukraine should obtain the status of a central procuring organization and to start work on procurement based on framework agreements, which will also greatly facilitate the work of regional customers.

    "The international organizations that have been operating in Ukraine since 2015  help Ukraine purchase medicines, vaccines and medical products. UNDP, UNICEF and Crown Agents set a very high standard of medical procurement for prices, competition and transparency. One of the key tasks for procurement today is to be in line with international best practices and establish open and reliable relations with suppliers", Deputy Minister of Healthcare of Ukraine Olga Stefanyshyna noted. "Experts in the field of public procurement have already joined the team of state enterprises. They should build a dialogue with suppliers and customers to make medical procurement as transparent and efficient as possible. For this purpose, before the procurement was announced, open meetings were held with suppliers to clarify the technical requirements of the tenders and to prevent the emergence of discriminatory requirements."

    Any supplier who meets the requirements stated in the tender documentation can participate in the aforementioned tenders.

    "We call on suppliers of medicines and medical equipment to actively engage in negotiation and participation in tenders. Our goal is to shape effective and open system of medical procurement. And we can achieve this goal only with the support of a fair business ", Olga Stefanyshyna underscored.
