Elimination of SACI, development of industrial parks and the course towards energy independence, says Oleksii Chernyshov on the results of 2021
In 2021, urban planning reform came to a close. The functionality of the Unified State Electronic System in the construction sector, where construction services can be obtained online, has been expanded, key reform bills have passed the first reading, and the notorious State Architectural and Construction Inspection (SACI) has been liquidated. Meanwhile, the process of building a network of industrial parks has been intensified in Ukraine. In particular, this year four similar sites received funding for infrastructure from the State Regional Development Fund. We have also begun to address long-term problems in the field of housing, in particular, the restructuring of debts by district heating providers and wastewater disposal organization to NJSC Naftogaz. Communities have already received UAH 22.03 billion in subventions from the state budget to compensate for the difference in tariffs. This is the most important condition of the Memorandum on the Sustainable Passage of the Heating Season, which the Government has fully complied with. This was stated by the Minister of Communities and Territories Development Oleksii Chernyshov in his column to the online edition the Livyy Bereh (Left Bank – ed.).
"The year of 2021 turned out to be rich in significant changes in a number of industries, including construction. Despite fierce resistance, we were able to eliminate the "toxic" SACI. Work on building a network of industrial parks was also intensified. Henceforth, the President signed amendments to the Law of Ukraine "On Industrial Parks", thereby approving financial, infrastructural and institutional incentives for investors. In addition, at the end of the year, bills providing for appropriate fiscal incentives were approved as a basis. This is extremely important because it concerns restoring industry and creating jobs in communities," Oleksii Chernyshov stressed.
According to the Minister for Communities and Territories Development, in 2021, for the first time since independence, territorial communities were given the right to dispose of land outside the settlements. In addition, a number of draft laws aimed at the division of powers among the authorities were prepared and submitted to the Verkhovna Rada of Ukraine.
Apart from that, this year the direction of energy efficiency continued to develop systematically. The Ministry for Communities and Territories Development has also developed a procedure for introducing energy management in budgetary institutions, which was endorsed by the Government. Thus, the implementation of the Law "On Energy Efficiency" signed by the President of Ukraine has begun. The document created the preconditions for the development of energy saving sector and introduced regulatory tools and mechanisms to support the industry.
As was reported earlier, the Minister for Communities and Territories Development Oleksii Chernyshov informed that in 2022 communities will receive record support from the state for the development of infrastructure.
