Comprehensive plans for the sustainability of regions and cities have been drawn up based on real experience gained this winter, says Oleksii Kuleba
At a meeting of the National Security and Defense Council chaired by the President of Ukraine, comprehensive plans for the sustainability of regions and regional centers were approved as part of the country's preparations for the coming autumn and winter period. However, the document has not been approved for the city of Kyiv – the capital has been given additional time to prepare.
"We have developed plans during the most difficult heating season since the start of the full-scale war, based on real experience this winter – attacks, power cuts, accidents, and repairs. The main focus is on frontline territories. This plan is not for one winter. These are long-term solutions that will work for years, strengthening the resilience of communities. We are doing everything we can to ensure that even during massive attacks, the heating, water, electricity, and logistics systems remain stable and do not stop," said Deputy Prime Minister for the Restoration of Ukraine — Minister for Communities and Territories Development Oleksii Kuleba.
Comprehensive resilience plans are based on four key areas: critical infrastructure protection, distributed generation development, backup and alternative power supplies, and decentralization of heat generation. Their implementation will help increase the autonomy of regions and the readiness of life support systems to operate in conditions of military challenges.
In total, more than 17,000 boiler rooms and over 16,000 km of heating networks were launched in October 2025. Heating has been turned on in over 71,000 apartment buildings and more than 24,000 social facilities.
As of March 3, 2026, 70,103 residential buildings (98.5%) and 24,555 social facilities (100%) are actually supplied with heat, including those in frontline regions.
At the same time, distributed generation continues to be reinforced: 465 units of equipment with a total capacity of 651.5 MW are already in operation for housing and communal services enterprises.
