Mykola Kalashnyk meets with Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Masashi Nakagome
Minister for Recovery, Infrastructure and Transport of Ukraine Mykola Kalashnyk met with Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Masashi Nakagome.
The Minister thanked the Ambassador for his personal contribution to strengthening the Ukraine–Japan partnership throughout his diplomatic mission and for Japan’s consistent support for Ukraine. Mykola Kalashnyk also highlighted their joint efforts to restore Kyiv region, which stands as one of the most tangible examples of Japan’s practical assistance to Ukrainian communities following the full-scale invasion.
The parties discussed the restoration of critical infrastructure, preparations for the upcoming heating season, the implementation of joint projects with the Japan International Cooperation Agency (JICA), and the further development of the Ukraine–Japan partnership.

The meeting focused on preparations for the upcoming heating season and the development of decentralised heating solutions. Among the immediate priorities is the deployment of modular boiler houses in Lviv, Kyiv and Kherson regions with a total capacity exceeding 400 MW. The parties also discussed establishing a reserve of equipment for water supply and wastewater utilities to ensure the reliable operation of these systems during the winter under wartime conditions.
Mykola Kalashnyk emphasised that the Emergency Recovery Programme remains the cornerstone of cooperation between Ukraine and Japan. The programme is currently in its fifth phase, covering the restoration and modernisation of infrastructure, water supply systems, the maritime sector, as well as support for healthcare and agriculture.
The parties also discussed the further expansion of cooperation. The Japanese side is currently initiating a new grant assistance project in the energy sector. To facilitate its implementation, the Ministry has already prepared and submitted to JICA a list of priority equipment required.
Background
Cooperation between the Ministry and JICA is one of the key pillars of international technical assistance aimed at the comprehensive recovery of Ukraine’s regions and the creation of conditions for their sustainable development.
The Government of Japan continues to actively support Ukraine’s recovery through the Emergency Recovery Programme. The programme is currently in its fifth phase, with a budget of approximately USD 38.5 million.
