Kateryna Levchenko participates in strategic meeting of regional Coalitions 1325 “Women, Peace, Security”

Government Commissioner for Gender Policy Kateryna Levchenko participated in a meeting of the secretariats of the Coalitions 1325 “Women, Peace, Security,” organised by the Ukrainian Women’s Fund in collaboration with the Office of the Government Commissioner.

The Coalitions 1325 consist of 25 regional coalitions that drive the implementation of the current National and Regional Action Plans for UN Security Council Resolution 1325 until 2025, as well as the development of a new Plan for 2030. These coalitions include representatives from women’s civil society organisations, local authorities, the security and defence sector, and educational and research institutions.

During the meeting, participants focused on priorities for state gender policy, localisation of the new National Action Plan 1325, development of innovative approaches to gender-inclusive recovery of the country, presentation and analysis of best practices of the coalitions, and formulation of proposals to improve models of cooperation with state authorities.

Special attention was given to the role of the Coalitions in implementing regional Action Plans 1325 and localising the National Action Plan 1325, taking into account new challenges, including funding needs, support from authorities, and expanding target audiences.

Speaking on 14 August about government cooperation with the Coalitions 1325, Kateryna Levchenko noted that monitoring showed that in 2024, 1,911 programmatic initiatives were implemented, with over UAH 836 million mobilised. The Coalitions 1325 accounted for nearly a quarter of all activities carried out (23.4%).

Notably, the Coalitions secured over 61% of the total funding mobilised, demonstrating their ability to effectively leverage resources.

“This represents thousands of people supported, hundreds of specialists trained, and dozens of successful practices that are improving the system. Our task is not only to sustain these achievements but also to build a more effective, fair, and resilient system for implementing the principles of Resolution 1325,” said Kateryna Levchenko.

The Government Commissioner also joined facilitated discussions with representatives of civil society organisations on improving the organisational model of the Coalitions, communication campaigns, expanding local-level cooperation, and addressing new priorities.

During the presentation of the 2024 comprehensive analytical report, Kateryna Levchenko emphasised: “Our goal today is not just to present statistics but to highlight the role and contribution of the Coalitions 1325 in implementing gender policy at the regional level, analyse the effectiveness of partnership models, and identify pathways for further development. In the context of a full-scale war, this work takes on particular significance, as women and gender issues become critically important for recovery and the future development of our country.”

A significant event was the presentation on 15 August by Kateryna Levchenko of the book “Conflict-Related Sexual Violence: A War Crime Without a Statute of Limitations”, which explores the profound consequences of conflict-related sexual violence and the state’s strategy to address this issue. The presentation coincided with the release of the UN Secretary-General’s 2024 Report on Conflict-Related Sexual Violence, in which russia received its first warning for perpetrating such crimes.

The meeting served as an important platform for sharing experiences, coordinating actions, and strengthening partnerships between civil society and state institutions in implementing the National Action Plan for UN Security Council Resolution 1325.

As a result of the meeting, participants reached a shared vision of further steps to enhance the capacity of the Coalitions 1325 in collaboration with the Government and local authorities, develop partnerships, and ensure the effective implementation of the “Women, Peace, Security” agenda at national and local levels.
