Government has expanded the directions for using funds from Ukraine's Decarbonization Fund: children with disabilities in subgroup A to be provided with portable charging stations
The Cabinet of Ministers of Ukraine has adopted a resolution amending the Procedure for the use of funds from the State Fund for Decarbonization and Energy Efficiency Transformation of Ukraine. The decision is aimed at protecting the lives and health of children with disabilities in subgroup A in the event of an emergency in the power system.
According to the amendments, in 2026, the Fund shall finance the purchase and delivery of portable charging stations with an approximate capacity of 2 kWh for children with disabilities in subgroup A. These are children whose lives directly depend on an uninterrupted power supply.
The decision was made in view of the large-scale destruction of energy infrastructure as a result of the russian federation's armed aggression and prolonged power outages during the winter of 2025–2026.
On the initiative of the State Agency on Energy Efficiency and Energy Saving of Ukraine, the Cabinet of Ministers' resolution added a new anti-crisis measure to the list of areas financed by the Fund: providing children with disabilities in subgroup A with portable charging stations. A clear procedure for providing state support has also been defined.
JSC “Decarbonization Fund of Ukraine” has been designated as the recipient of budget funds for the implementation of this program. The share of the Fund's resources that can be directed to areas implemented through the Ukraine Decarbonization Fund has been increased from 70% to 90% for the operational financing of anti-crisis measures.
One of the parents or legal representatives of a child with a disability in subgroup A will be eligible to receive a portable charging station.
The Ministry of Social Policy, Family and Unity, the Ministry of Energy, and the State Agency for Energy Efficiency and Energy Saving, which jointly developed the initiative approved by the Government, strongly believe that the decision will provide additional assistance to those who need special support and live in a high-risk environment on a daily basis.
Applications can be submitted through the territorial bodies of the Pension Fund of Ukraine or through the Pension Fund's electronic services web portal (if technically possible).
The equipment will be purchased by JSC “Decarbonization Fund of Ukraine,” and delivery will be carried out by JSC “Ukrposhta.”
