Restoring energy and heat generation: Government expands the Affordable Loans at 5-7-9% programme
The Cabinet of Ministers of Ukraine has expanded the scope of the state program Affordable Loans at 5-7-9% to ensure energy efficiency and energy independence. The maximum amount of an investment loan for which state support is provided has been increased from UAH 150 million to UAH 250 million. The Government adopted the relevant decision at its session on January 28, 2026.
"We are creating the most favorable conditions for the rapid restoration of energy and heating capacities lost due to russian strikes. Businesses will have access to more credit funds for the installation of distributed generation, thereby increasing their energy independence. We have also expanded the list of energy equipment eligible for state support under the Affordable Loans at 5-7-9% programme. Cogeneration plants that produce both electricity and heat have been added to it," said Oleksii Sobolev, Minister of Economy, Environment, and Agriculture of Ukraine.
As a reminder, under the Affordable Loans at 5-7-9% programme, state support is also provided for loans for the construction and installation of gas turbine, gas piston, and biogas generation plants.
Background information
The Affordable Loans at 5-7-9% programme is part of the Made in Ukraine policy for the development of Ukrainian manufacturers and aims to stimulate micro, small, and medium-sized businesses by reducing the cost of credit resources through state compensation or state guarantees. For businesses operating in areas of high military risk, the program provides a reduced rate on investment loans — 1% per annum for the first 5 years and 5% thereafter.
From 2024, the program focuses on supporting lending for investment projects that create jobs, promote business modernization, and restore the economy. Entrepreneurs can raise funds for the development of production, energy conservation, infrastructure, or the reconstruction of war-damaged facilities.
The program is implemented through the Entrepreneurship Development Fund and authorized banks.
