Government approves mechanism for transferring humanitarian transport to ensure passenger transportation
The Cabinet of Ministers of Ukraine has approved a resolution aimed at regulating the mechanism for transferring humanitarian aid in the form of public transport, thereby ensuring the stable operation of passenger transportation in communities under martial law.
The relevant act defines the procedure for the further transfer of humanitarian aid in the form of buses, electric buses, tram cars, trolleybuses, and subway cars. The transfer shall be carried out by the Kyiv City State Administration, regional state administrations (military administrations, if established), and local self-government bodies to municipal enterprises and joint-stock companies with 100% municipal ownership that are road transport operators and/or urban electric transport operators.
The transfer of transport received as humanitarian aid will take place in agreement with the Ministry of Social Policy, Family and Unity of Ukraine.
Recognition of transport as humanitarian aid, passage through the customs border of Ukraine, customs clearance, receipt, provision, distribution, and control over the intended use of transport received as humanitarian aid will be carried out in accordance with the Procedure for the passage and accounting of humanitarian aid under martial law, approved by Resolution of the Cabinet of Ministers of Ukraine No. 953 of September 5, 2023.
