  • Hennadii Zubko: Investment activity of district heating providers will be transparent for each community

    We approve a transparent mechanism for the implementation of investment projects in the heating supply sector. From now on, district heating providers through borrowing funds from international financial organizations must agree on this decision with a local government that represents the interests of the respective territorial community and sets tariffs for enterprises. Deputy Prime Minister, Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko announced at the Government sitting while commenting on the adoption of the relevant Government resolution.

    "Over 1,600 heating providers operate in Ukraine. At that 70% of those enterprises require modernization. The sum of their losses makes up UAH 4.2 billion, or 68% of the total losses at all enterprises in the industry. Today's decision will make it possible to improve the investment activity of enterprises and, at the same time, to improve transparency in cooperation among service providers, consumers and local governments", explained Hennadii Zubko.

    As a reminder, earlier the Parliament adopted a law on the protection of accounts of enterprises in the areas of heating supply, water supply and sanitation (No. 2417), which stipulates that investment activities are carried out with the participation of international financial organizations. Presently, Ukrainian enterprises engage in the implementation of projects with the support of the World Bank, European Investment Bank, European Bank for Reconstruction and Development. The adopted law is aimed to ensure the financial stability of the enterprises of heating supply, water supply and sanitation, as well as will allow to stably implement measures on the modernization of housing and communal infrastructure with the support of international financial organizations.
