Ilona Havronska presents Ukraine’s approach to citizen reintegration in the context of the end of the EU Temporary Protection Directive
The Deputy Minister of Social Policy, Family and Unity of Ukraine for European Integration, Ilona Havronska, participated in the 2025 International Dialogue on Migration, organised by the International Organization for Migration (IOM). She joined the panel discussion “Rethinking Return and Reintegration Programming in Europe and Central Asia”, where she presented Ukraine’s approach to building a fair, predictable, and dignified system for the reintegration of Ukrainians.
In her remarks, Ilona Havronska stressed that the phasing out of temporary protection in the EU must proceed gradually and with respect for people’s choices.
“Above all, it is fundamentally important to us that Ukrainians who are temporarily abroad receive accurate information about their rights, possible legal grounds after the end of temporary protection, and available support programmes – in good time and from reliable sources. This must be a fair and coordinated process in which individuals’ choices are informed and deliberate,” noted the Deputy Minister.
The second aspect highlighted by Ilona Havronska was preparing Ukrainian communities for phased reintegration. She emphasised that communities become partners for returnees upon arrival, making their readiness crucial for consistent integration.
“Together with European partners, we are developing an approach whereby resources are directed towards developing and strengthening our communities. This includes, in particular, resources for expanding local services, creating conditions for social cohesion, and integration,” stressed Ilona Havronska.
Separately, the Deputy Minister addressed the need to ensure adequate protection for vulnerable groups, including persons with disabilities, older people, and families with children. This requires clear rules and an individual approach.
“The key is not only to help our citizens make an informed decision about returning to Ukraine but also to enable them to rebuild their lives here with dignity and a sense of belonging,” concluded Ilona Havronska.
