Communities will be able to make independent decisions on restoring damaged housing. The decision concerns the restoration of damaged apartment blocks and dormitories within the framework of the experimental project.
The Cabinet of Ministers of Ukraine has adopted a decision that allows communities to launch independently the process of restoring damaged apartment blocks and dormitories within the framework of the experimental project. The relevant amendments to Resolution No. 934 were developed by the Ministry for Communities and Territories Development.
The experimental mechanism for rapid restoration, introduced in the summer, enables communities to work under a new model where technical inspection and preparation for the start of repair works take place simultaneously.
Previously, the decision to apply this restoration mechanism was made by the Regional Military Administration. This slowed the start of works and limited the ability of communities to respond promptly to residents’ needs. Now communities will be able to launch this process locally: independently determining priority buildings for repair, forming lists, and starting restoration more quickly. Expanding their powers makes the mechanism more flexible and reduces the time required to carry out the works.

Making decisions locally will allow communities to determine priorities more promptly, launch repair works, and support families whose homes have been destroyed by the aggressor country,” noted Oleksii Kuleba, Deputy Prime Minister for Restoration and Minister for Communities and Territories Development.
Objects for participation will be selected based on data from the Register of Damaged and Destroyed Property. Priority will be given to housing that can be repaired in a short time, as well as to buildings where socially vulnerable families live.
