The situation in Smila is as follows: heating have been provided to 171 buildings. The one is still remaining without heating because the building was built in 1971. 11 schools, kindergartens, 3 hospitals – all of the facilities are heated. This was stated on air of the TRK Ukraina by Vice Prime Minister/ Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko.
"But the question is that the municipal authorities of Smila that leased the equipment to the district heating providers out and abandoned control over the situation, now do not want to work within the legal framework. And here we have to talk about Article 22 of the Law on Heat Supply, which appeared in connection with the establishment of new enterprises that leased district heating companies and accumulated debts. Therefore, now it is vital to get this situation back within the legal framework, to ensure, first of all, provision of heating to households on commission of the President of Ukraine. And the third - to find out what needs to be done by municipal authorities to get nominations and conclude contracts with Naftogaz", said Hennadii Zubko.
The Government official once again stressed that, in accordance with the law on local governance, the service of heat supply to the population is guaranteed by local authorities. "I want to thank all the mayors who ensured timely provision of heating in their cities - Avdiyivka, Bakhmut, Kamyanets-Podilsky and others. These are people who, in addition to the sweeping powers provided by the decentralization reform, are well aware of their responsibilities", summed up the official.
