  • Energy Efficiency Fund officially registered, acting Director appointed, says Hennadii Zubko

    Today the state institution Energy Efficiency Fund of Ukraine has been officially registered as a legal entity with the corresponding record in the United State Register of Legal Entities, Individual Entrepreneurs and Public Organizations of Ukraine. Julia Holovatyuk-Unguryanu is appointed as acting Director of the Energy Efficiency Fund (EEF). In the near future, the procedure for the competitive selection of members of the Supervisory Board will be launched. The Government's resolution on the procedure for selection members of the Supervisory Board of the EEF will allow the Ministry of Regional Development, Construction, Housing and Utilities in the near future to establish a competitive commission for selection. In September 2018, announcement will be published, after which everyone wishing to become member of the Supervisory Board of the Fund will have a chance to submit their documents. This was announced by Vice Prime Minister/Minister of Regional Development, Construction, Housing and Utilities of Ukraine Hennadii Zubko.

    He informed that the functional responsibilities of acting Director include registration of the Fund, filling of the statutory capital, holding of negotiations with international partners, cooperation with IFC on the work of the Multi-Donor Fund, the implementation of internal procedures and documents of the EEF, conclusion of contracts with independent members of the Supervisory Board and a representative of donors. And also in cooperation with donors - the shaping of a marketing plan, participation in conducting of information campaigns.

    "This is the main task of the acting Director of the Fund - the prompt launch of the practical implementation of the Fund's programs, designed to provide citizens with financial and technical support for the iintroduction of energy-efficient measures. Just over a year, due to the joint work of the team of the Ministry of Regional Development, international partners, the Reform Delivery Office within the Ministry of Regional Development, a large amount of work has been done to ensure the launch of the EEF. 8 (out of 9 necessary) resolutions of the CMU, which regulate the work of the Fund, have been signed, 3 international agreements signed on the financing and establishment of the multi-donor fund, support of donors - EU, GIZ, IFC, World Bank, UNDP - have been coordinated. Moreover, the hand book – operational manual for condominiums – has been developed and is to be presented in September. This will allow to accelerate the practical work of the EEF and the implementation of its programs", said Hennadii Zubko.

    It should be noted that to implement the idea of the Energy Efficiency Fund, the team of the Ministry of Regional Development began almost from scratch at the end of 2015. They have managed to persuade international and European partners who believed in the possibility of creating a modern instrument for implementing energy-efficient measures in the residential sector. The Fund is a complex system in which the financial resources of several donors are combined, and conditions for management with the participation of international organizations are created. The paintstaking joint work of the Ministry of Regional Development, international partners, MPs and experts brought to signing agreements. Due to the cooperation with the German Government, the European Union and the parliamentary corps a legislative breakthrough in the housing sector and energy efficiency has been achieved, despite the fact the sector was in decay for over a decade. Moreover, basic laws were passed, such as "On the Peculiarities for the Realization of a Right to Property in a Multi-Apartment Building", "On the Energy Efficiency Fund", "On Energy Efficiency of Buildings", "On Commercial Accounting of Thermal Energy and Water Supply", "On Housing and Communal Services".
