Finland joins the Tallinn Mechanism to strengthen Ukraine’s cyber defence: Ministry of Digital Transformation

Finland has become the thirteenth country to join the Tallinn Mechanism, an international initiative aimed at enhancing Ukraine’s cyber resilience and digital security.

“Finland is a steadfast friend and key partner of Ukraine. The country consistently provides military and humanitarian support and actively aids us in strengthening our digital resilience. Finland’s accession to the Tallinn Mechanism is a natural continuation of this cooperation and a significant contribution to our collective cyber resilience. I am grateful to our Finnish partners for their consistent and systematic support, which helps Ukraine grow stronger amid the full-scale war,” said First Deputy Prime Minister and Minister of Digital Transformation of Ukraine Mykhailo Fedorov.

Finland brings considerable expertise in digital governance, cybersecurity, and the protection of critical infrastructure. Its participation in the Tallinn Mechanism will strengthen international collaboration in countering cyber threats and unlock new opportunities for sharing technological solutions and expertise.

Elina Valtonen, Finland’s Minister for Foreign Affairs, noted that Ukraine shows an impressive capacity to safeguard its civilian infrastructure, state institutions, and businesses against cyberattacks. She highlighted that Finland’s participation in the Tallinn Mechanism aligns it with like-minded nations working to strengthen Ukraine’s cyber defence and resilience, while also solidifying Finland’s position as a trusted participant in international cyber diplomacy.

Furthermore, Finland’s involvement in the Tallinn Mechanism opens new avenues for collaboration between Finnish technology companies and Ukrainian partners.

Ville Tavio, Finland’s Minister for Foreign Trade and Development, emphasized that continuous access to public services, information, and digital platforms is crucial for Ukrainians. He added that through the Tallinn Mechanism, Finland supports Ukraine’s digital resilience and creates opportunities for Finnish cybersecurity companies to share expertise and collaborate on joint projects.

The Tallinn Mechanism was established in 2023, and within its framework, dozens of initiatives have already been implemented to strengthen Ukraine’s cyber resilience. The initiative has been joined by the United Kingdom, Denmark, Estonia, Italy, Canada, the Netherlands, Germany, Norway, Poland, the United States, France, and Sweden. The European Union, NATO, and the World Bank participate as official observers.

“The Tallinn Mechanism is an international initiative that coordinates assistance to bolster Ukraine’s cyber resilience. Finland’s accession sends a strong signal of solidarity and strategic support in cyberspace. The country has robust technological expertise and a high level of cyber culture, and its participation enhances our collective potential, opening new opportunities for knowledge exchange and the development of innovative solutions. Together, we are shaping new standards of digital security for the entire democratic world,” emphasised Valeriia Ionan, Adviser to the Deputy Prime Minister and Minister of Digital Transformation of Ukraine on innovation, digitalisation, and global partnerships.

The Tallinn Mechanism Project Office (TMPO), based in Kyiv, coordinates the implementation of activities and fosters enhanced cooperation between Ukrainian institutions and international partners. The TMPO was established with support from the Estonian Centre for International Development (ESTDEV) and EU CyberNet, initiated by the Ministry of Digital Transformation of Ukraine. The office also collaborates with the State Service of Special Communications and Information Protection, the Ministry of Foreign Affairs of Ukraine, the Security Service of Ukraine, and the National Coordination Centre for Cybersecurity.
