Affordable prices in hospital pharmacies and over-the-counter medicines at petrol stations: Government decision

The Cabinet of Ministers of Ukraine has adopted a series of decisions aimed at reducing medicine prices and improving their accessibility. In particular, these include:
- the introduction of a mandatory requirement for pharmacies located in state and communal healthcare institutions to stock medicinal products at the three lowest prices listed in the National Price Catalogue;
- permission to conduct retail sales of over-the-counter medicines at petrol stations on the basis of a licence;
- updates to the requirements for specialists in the pharmacy sector;
- approval of the Procedure for the Provision of Marketing Services.
The adopted decisions form part of the plan to reduce and stabilise medicine prices, approved by the decision of the National Security and Defence Council of Ukraine of 12 February 2025 “On Additional Measures to Ensure the Accessibility of Medicinal Products for Ukrainians” and enacted by Presidential Decree No. 82/2025.
