Updated requirements for pharmacy sector specialists regarding education and professional training

Ministry of Health of Ukraine, posted 27 December 2025 13:07

The Government has amended the Licensing Conditions in relation to the requirements for pharmacy staff. In particular, the requirements for the education and professional training of specialists engaged in the retail sale of medicinal products have been updated: pharmacies and pharmacy outlets may now employ specialists with a broader range of relevant qualifications, as defined by legislation in the field of education and professional standards.

In rural areas and in territories of active hostilities, the dispensing of medicinal products in pharmacies (without the manufacture of medicinal products) may be carried out by specialists with an education level no lower than that of a junior bachelor’s degree in the speciality “Nursing” and a certificate in the profile “Pharmacy (retail sale of medicinal products)”.

This decision enables pharmacies to form teams more effectively, particularly in communities facing staffing shortages, while at the same time ensuring the appropriate quality and safety of pharmaceutical care for patients.
