Affordable Loans at 5-7-9%: Entrepreneurs received UAH 51 billion under state programme since start of year
Since the beginning of 2025, businesses have secured 16,600 concessional loans totalling UAH 51 billion. Of these, last week alone saw 751 loans issued for approximately UAH 2 billion, a 2.6-fold increase compared to the previous week.
The loans are most frequently taken by enterprises in processing industries, agriculture, and wholesale and retail trade. A significant portion of these businesses operate in areas of high military risk.
Since the start of 2025, the programme has seen the highest volume of loans allocated to the following areas:
- UAH 14.3 billion for processing industries;
- UAH 13.2 billion for investment loans;
- UAH 11.7 billion for lending in high military risk zones;
- UAH 6.8 billion for supporting sowing campaigns.
Since the programme’s launch in February 2020, businesses have obtained 121,000 loans totalling over UAH 417 billion, with 86,000 loans worth UAH 327.5 billion issued since the onset of martial law.
The largest volumes of lending under the programme since its inception have been in Kyiv city, Lviv, Dnipropetrovsk, Kyiv, and Kharkiv regions. The programme involves 46 authorised banks.
Background
The Affordable Loans at 5-7-9% programme is part of the Made in Ukraine policy to support Ukrainian manufacturers. It aims to stimulate micro, small, and medium-sized businesses by reducing the cost of credit through state compensations or guarantees.
The programme is implemented through the Business Development Fund and authorised banks.
