Digitalization of mine action assistance: Government launches creation of Donor Platform

The Government has initiated the creation of an information and communication system for managing financing projects in the field of mine action — the Donor Platform. The Cabinet of Ministers approved the decision at its meeting on August 12, 2026.

“Partnership is built on trust. That is why we are taking a step toward even greater transparency in financing mine action projects. The Donor Platform will allow partners to track project implementation, see the current needs of state stakeholders, and choose which requests they are ready to fund. The platform will also prevent duplication of requests from state authorities and local administrations. This is a transition from ad hoc donor support decisions in mine action to a comprehensive system,” said Deputy Minister of Economy and Environment of Ukraine Ihor Bezkaravainyi.

The project is to be implemented within two years after the official launch of the system. Trial operation must begin no later than March 31, 2027. The system’s owner will be the state, represented by the Ministry of Economy and Environment of Ukraine, and the administrator will be the Humanitarian Demining Center.

The Donor Platform will not be created using budget funds. According to the adopted resolution, the system may be financed by international organizations and donor institutions.

The main elements of the Donor Platform will include a website, a data processing and visualization module, personal user accounts, and other modules and subsystems necessary for the system’s functioning.

For beneficiaries of international assistance (state authorities, local state administrations, local self-government bodies), it will be mandatory to enter information about requests for international aid into the Donor Platform. At the same time, mine action operators will ensure the accounting of financing projects and reporting on their implementation, while donors will confirm information about international assistance provided within such projects. The system will automatically check the entered information and will not allow registration if a project with identical or similar parameters already exists.

The total financial commitments of partners in the field of mine action amount to more than USD 1.6 billion, covering projects from 2022 to 2030. The main areas of support are land clearance and disposal of explosive remnants of war (56.9%) and procurement of machinery and equipment (20.6%).
