  • Denys Shmyhal: The complete Ukraine Recovery Plan envisages a change in the paradigm of the state

    Ukraine Recovery Plan should comprise three stages, stated Prime Minister Denys Shmyhal in an interview with the RBC Ukraine.

    According to the Prime Minister, the first stage is prompt recovery during hostilities. We are talking, in particular, about repairs of roofs, windows, doors in damaged houses. As well as the restoration of critical infrastructure, when destroyed bridges are replaced by pontoon bridges, roads undergo temporary repairs, the railway is restored.

    After the end of hostilities, the second stage of recovery is planned. First, as the Head of Government emphasized, an inventory of losses, approval of design and estimate documentation and coordination with partners will be carried out.

    "We want them to take part in the reconstruction of Ukraine on a regional basis. Dozens of countries have already said they want to rebuild. While this phase continues until the big recovery, definitely, certain things will have to be done: resettle people, buy available housing, order construction of the next one, make additional government programs to stimulate construction in Ukraine. Encourage the establishment of factories for the production of construction materials," said the Prime Minister.

    The third stage, which envisages structural changes, is a complete plan for Ukraine's reconstruction. The plan envisages a change in the paradigm of the state as a whole - reconstruction and restoration together with partners on a regional and parametric basis.

    "Every city should have a waste processing plant, well-restored networks, quality drinking water and drainage, treatment facilities. We will be interested in a "green" economy, less emissions from enterprises. If we renovate the plant, we do not install obsolete equipment and furnaces, we will install modern equipment that is energy efficient and with very low emissions. We are interested in this and we will move in this direction," Denys Shmyhal stressed.
