  • Digital technologies are in effect to promote the decentralization reform

    Civil servants of district state administrations are not motivated to work, as their salary does not depend on the quantity of services provided. On the contrary, within the communities, the number of provided services influences the amount of money earned. For instance, Lviv region receives revenues worth 100 million from the provision of services to the local budget. In general, in Ukraine, local governments earned UAH 2.3 billion from the provision of services last year. Deputy Prime Minister of Ukraine, Minister of Regional Development, Construction, Housing and Communal Services Hennadii Zubko told at an interview with UNIA Ukrinform.

    “When we embarked in 2015, CASPs (Centres for the administrative services provision) in the regional offices looked like a desk, chair and computer. Currently, the Ministry of Regional Development, Construction, Housing and Communal Services has developed standards of modern CASPs, which contain requirements for the space, personnel training, number of services. Nowadays, in a small CASP person can get up to 60, and in centers located in cities, about 400-450 kinds of services. Moreover, in cooperation with the U-LEAD program with Europe and the Estonian project EGOV4UKRAINE, we have developed the Vulyk information system that has combined the registries of different ministries. That is, people no longer deal with officials, receive every kind of official documents, register from marriage and to property. And this is what is attributed to a new quality”, said Hennadii Zubko.

    According to him, there is a lot of talks now about building a digital economy, a digital Ukraine. This is a really cool modern trend. And the first step has already been taken. Such technologies have already been launched and are operating in various sectors.

    “It's not just about the CASP. At the primary medical care level, we have introduced in the outpatient clinics in 5 regions telehealthcare services, which in the end will be operational in all 4,223 rural dispensaries and integrated into the architecture of the e-Health system. Together with our young experts, we created a cool software portal for open geospatial data on community resources, including a model of a new administrative and territorial structure. Why do you often use e-services and online stores? The purpose of that is to remove the mediator between the individual and the state. Whatever sphere or service it concerns. These technologies need to be further developed and improved. And more to the point is to teach the older generation to use all those”, Hennadii Zubko emphasized.
