Government has set rules for the control of fuel turnover
Government has approved
the rules for the operation
of the United
State Register of consumption and level meters
which shall be used by
companies involved in fuel production
and trade.
What’s it about?
In accordance with
the Tax Code,
companies producing and selling fuel
shall be equipped with consumption
and level meters starting from January 1, 2018.
The Cabinet of
Ministers has adopted the rules
for the operation
of the United
State Register of fuel consumption
and fuel level meters as
well as for
the electronic transmission of the consumption data to controlling
authorities.
According to the rules:
- The State
Fiscal Service is responsible for the maintenance
of the Register;
- Companies send
electronic data on fuel consumption
to the State
Fiscal Service on daily basis;
- The Register
shall contain information about entities managing excise goods warehouses,
consumption and level meters (name,
model, number), daily fuel turnover
volume and remaining fuel volume in each
tank and for each product
code;
- To capture
data in the
Register, transition periods are set
for the switch
from the manual to automated
data entry depending on tanks’
volume (over 20 thousand cub.m. – starting from July
1, 2018, 1 to 20 thousand cub.m. – starting from January 1, 2019, lower than 1 thousand
cub.m. – starting from July 1, 2019).

The new rules
will make it possible to
reduce the volume of the
black market and to create
equal business terms for all
market actors.
