
Hennadii Zubko suggested SACI creating an interactive window for communication with business
"All real
estate developers, which have existing
licenses for the construction of compound objects
falling under classifications CC2 and CC3, do not need to extend a time limit for
these approvals, we made it perpetual. Thus, we
have removed the corrupt component
in the procedures
for approval and extension of
permits for construction companies", claimed Vice Prime Minister/
Minister of Regional Development, Construction, Housing and Utilities of
Ukraine Hennadii Zubko at a meeting
with representatives of the European
Business Association.
"Another important
step in the
deregulation of the construction industry is the
adoption of the draft laws
№1817 and №2020 that sufficiently improved the urban development
activities and simplified the conditions for the construction business. Among the key changes
are the elimination
of the complexity
category of the object, the transition
to the class
of consequences, strengthening the responsibility of all participants in the construction
market, the abolition of the
requirement for obtaining data-out and technical specifications
from the State Emergency Service of Ukraine",
the Vice Prime Minister stated.
According to Hennadii
Zubko, Ukraine has improved its
position in the World Bank's
2018 annual Ease of Doing business
ranking due to the adoption of bills elaborated
by the Ministry
of Regional Development, Construction, Housing and Utilities of
Ukraine. "According to the overall
rating, the country has risen
to the76th place. And according to
the indicator "Obtaining permission for construction" - from 140 position to 35th, by 105 points", he underlined.
Hennadii Zubko stressed
the maximum involvement of the public and
the business in joint work
on further changes to the
legislation in the construction sector. "On the one hand,
we are taking
steps aimed at bringing the
Ukrainian legislation in line with
the European one, on the
other hand, we must take
into account the potential of
our construction companies as to
the transition to new standards
as well as
the introduction of eurocodes. It
is vitally important for us
to have a joint cooperation that takes into
account the interests of domestic
companies, Ukrainians should receive high-quality buildings and high-quality construction materials. Therefore, I propose State Architectural-Construction Inspection
of Ukraine (SACI) to create an
interactive window for making changes
and tracking dynamics in urban
planning legislation with the participation
of business and the public",
underscored the Vice Prime Minister.
